This is an app I am using for a few years. You will need to install a server on your Mac or PC and the paid App on your iOS device.
Airvideo will decode your videos on the fly to the requested resolution within your network and even on the go. (Be careful, as your data will shrink really fast) But also accessing your own server from another WiFi network is not a problem at all. (You can secure your server with a password)

- can be used to convert local videos to MP4 format.
- can access the server from outside of your network.
- if you have an Apple TV, you can stream your videos from Air Video too.
